Something about this drawing just doesn't sit right with me, I can't exactly pin point it, but before going further, I need some opinions. I think it's something about the way her face is shaped....

Well, I like it, overall, especially her face. But, the right arm (our left) is a big out. I know it's a neopet, but if you look in the mirror and do that pose with the arm, you'll notice you can't see the edge of the arm and that it should be farther in a bit.
Also, the cheek looks a tad too big. Not too noticable, but just my opinion when looking at the head.

Here, I marked a few things in red. I tried to be as critical as I could.
Well, I think you should lower the facial features a little more. As a general rule, I say align the nose with just about the middle of the cheek (Hence the line).
The arm on the hip looked a little too elongated, so try to bring it closer to the body.
The teeth on the comb looked more like the brush was beneath the ruff, so to make it look like it was actually brushing, try to make a small patch of brushed fur with a thick, jaggy line.
And finally, I always suggest adding eyebrows. They can really bring life into cartoony characters.

In your original pic, the right arm (holding the brush) was too thick compared to the other one. It also kinda randomly came out of the right side of her body, not where an arm would attach The face features were too high up - I don't think the eyes were too small either. The face was also too wide and not egg-shaped enough. One of her ears was bigger than the other too, and the body was a bit wobbly and not really symmetrical enough. I don't know if you were trying to make it as if she was turning sort of, but if you were the arm still didn't make much sense. If you put a little lump thing just above the nose it makes it look more like an Usul, too. Like Stereo said, eyebrows help too. I don't if you meant for her tail to be underneath her dress, but I added it anyway xP

Heh, maybe I did go a little overboard when resizing her eyes, but it doesn't take away from the picture quality. Also, the pink pastel looks kinda crappy when you see it from a webcam pic, but it was the only other pink I had at the time because someone chewed up and ate my other one. *glares at her puppy*
