Upgrade from phpBB 2.0.19 to 2.0.20 completed

The ones which will actually be apparent to members in general:
- <img src=""> has been disabled as a security feature
- quotes in PMs are now working again
- You can search for posts by users with short usernames
- There is a flood control of 5 seconds between searches
- some fixes to the mod control panel's error handling (new mods: you do know you can use this, right? where it says "you can moderate this forum" at the bottom of the page, click through to get a list of all topics in that forum, for mass deletion/moving/etc)
