Same locations as last year and same problem where some people can't get their bags (including myself). Hopefully it'll be fixed before the day is over:
According to JellyNeo some people can't get them because you have to wait exactly 365 days to the hour to get the bags again. I'm not sure how accurate this is, but apparently it is the problem.
The Pretty Flower Mask is the first wearable item I've spent np on. I'm not crazy about how it fits my aishas face but it is so pretty! And it matches Twilight's slorg and glyme.
I finally got mine
Aside from various candy, I got Jack-O-Lantern Mask and Spooky Skull Mask. I also went and bought the flowery and esophagor one. Right now I'm trying to convince myself I don't need the meowclops one as well *sits on hands*

Apparently, virtual pet sites like giving me good pixels for Halloween. Must be feeling sorry for me because I've got a class and can't actually do anything for the evening.

I was lucky. Two pairs of wax lips, two meowclops masks, and a pumpkin mask. I'm willing to give away the extra pair of lips and the extra mask, just poke me in PMs or on MSN =D.
Edit: Bought some more bags because I love games of chance, and I got three more pair of lips and a flower mask ^^

I'd do it. I've already bought several of each mask and will probably sit down and spend at LEAST few 100k more Neopoints on them later this evening. Even if they give them out again next Halloween (does Neopets re-use Trick-Or-Treat items?) the prices are bound to be a lot higher next October. You can sell them then.
Or, if you're like me, you can NOT sell them then because you've either (a) forgotten you had them or (b) think to yourself that you could sell them for even MORE next October and that you'll save them until then. Yeah, I haven't quite gotten the selling part of item investment down yet.
