Wow. Congratulations. If I were you, I would wait for D/P and trade it over to me for my shining Dustox or Tentacruel. If not, I'd train it, then evolve it. It's shininess is obvious, and the red and blue go together quite nicely. Better than the grey, blue, and yellow of the Staryu, if you ask me. Plus Starmie makes an awsome BoltBeamer.

I've had a couple shinies. I can remember my farfetch'd and venonat, though I might have had others. My brother stole my venonat and had a pretty blue venomoth for his team for a while...
I'm still waiting for one on both my Leaf Green and Sapphire, which is kind of irritating. Some over 70 hours on each, and still nothing?
Though, if anyone has seen one on either of those versions, do you know if they flash, like they did in G/S/C? I have the sickening feeling they don't and that I just haven't looked hard enough at the Pokemon I battle...
I know they shine for sure in Ruby. They do this glittery thing, kinda like a loop of sparkles.
I've been pretty lucky with catching shinies. On Ruby I have a shiny Flygon that I caught and trained, because I have a few teams of dragon types on that version. I've also got a shiny Whismur that just hangs out in my box. On Crystal I had a shiny Pidgeotto and Golbat. Gold I ended up with two shiny Goldeens, weirdly enough. None on any other versions that I can recall right now.
